Chief Executive Officer
John Vastag a native of Hebron, North Dakota and a graduate of Minot State University with a degree in Special Education. John comes to Development Homes with a strong background in the Human Services field with a majority of his career has focused on serving individuals with intellectual and developmental disabilities.
Most recently, John served in senior leadership roles with Blue Cross Blue Shield of North Dakota, Sanford Health and the Health Policy Consortium.
John is very active in community services and currently serves on the Board of Directors for Special Olympics of North Dakota and the Foundation Board at First Lutheran Church in Fargo.
Away from the office, John enjoys time with his family, his lovely wife Char, their son Tyler and Daughter-in-Law Becca and their children Susie and Nathaniel; and their daughter Miranda and Son—in-Law Kyle and their children Luca and Liam.
John also likes to spend time in his woodworking shop and enjoying the great outdoors.
John is honored to become the new CEO for Development Homes and looks forward to meeting and working with all of you as we continue to enhance the lives of those we serve.
Pamela S. Heyd, BBA, MBA, CPA
Chief Financial Officer
Pam has a Bachelor of Business Administration degree from the University of North Dakota (1987) and a Master of Business Administration (2004) from The University of Mary, Bismarck, ND.
Pam has worked in the business administration field since 1998. Her work experiences include working as a Business Manager for Prairie Harvest Foundation for 6 years and as the Clinical Director for Towner County Medical Center for 1 year.
Pam is committed to ongoing professional training through adult education courses, American Management Association seminars, training provided by North Dakota CPA Association and Lorman Education Services training.
Cindy Holweger, BSW, LSW, MPA
Quality Enhancement Director
Cindy has a Master's in Public Affairs from Park University in Parkville, MO, and a BS in Social Work from the University of North Dakota. She is a licensed social worker in the state of North Dakota and has worked in the field of disabilities for the past 30 years. These years have been spent at Development Homes, Inc. in direct support, group home management of the childrens's facility, and program coordinator of three group homes.
In 1992, Cindy was promoted to her current position as Quality Enhancement Director where she oversees compliance to licensing and accreditation standards, is the organizations safety officer, and conducts investigations for suspected abuse, neglect, and exploitation.
In 2009, Cindy developed a training monograph on Social Capital in conjunction with the ND Center for Persons with Disabilities, University Center of Excellence on Developmental Disabilities at Minot State University.
Cindy is an officer on the Northern Occupational and Health Association board, and serves as the ADA consultant for the Northeast Biological Planning Coalition. She is a past member of The Chamber of Commerce Business Committee, Hew Horizon's Homecare and Nursing Services Advisory Board, and the ARC Family Advisory Committee.
Program Services Director
Scott Anderson began in September 2011 as the Director of the Program Services Department, overseeing all residential, day support, employment, and family support services provided by DHI.
Scott has a Bachelor of Arts in Psychology from Moorhead State University, where he graduated summa cum laude. He brings over 17 years of experience in the field of developmental disabilities to this position, and has been employed professionally with DHI since 2001.
Scott has diverse experiences in providing direct support, group home management, vocational shift leader, coordinator and director positions, providing Qualified Program Specialist services, and most recently serving as the Adult Service Coordinator overseeing the six DHI adult group homes.
Scott received the DHI Above and Beyond Award in 2008, honoring his commitment to quality services and excellence. He brings passion and vision to his leadership to complement his comprehensive experience. He has enjoyed his various work experiences at DHI. He brings an optimistic approach to our vision and core values. He looks to the future as an opportunity for all of us learn and grow.
Janelle has a BS degree from UND in Financial Management with a minor in Political Science.
Janelle brings 17 years of previous experience in management and leadership in the gaming industry in North Dakota, while employed by a statewide non-profit organization serving people with disabilities.
Janelle began with DHI in March of 2010 as the Gaming Manager, and was promoted to Gaming Director in November 2010. In this capacity, she provides oversight to all of DHI’s gaming sites with diverse game types. She is also involved in a leadership capacity with the Charitable Gaming Association of ND.
Human Resources Director
Monica Fallon began her career with Development Homes, Inc. November, 2012 as the Human Resources Coordinator and held that position for a little over two years. She was rehired January 2017 as the Human Resources Director. She oversees the daily operation of the Human Resources Department.
Monica graduated from the University of Minnesota Crookston with a BS Degree in Business Management with a Minor in Marketing. She has earned her Professional Human Resources (PHR) Certification from the HR Certification Institute as well as her SHRM-CP Certification from the Society For Human Resource Management. She has been a member of the Northeastern Dakota Area Human Resources Association (NDAHRA) for about 4 years and most recently became a member of the Fargo Moorhead Human Resource Association (FMHRA).
For more than 10 years Monica has worked in several Human Resources Departments primarily in the non-profit sector. Monica’s previous experience also includes supporting people with disabilities with several agencies in Minnesota for over 5 years.
Gordon R. Johnson
Gordon attended the University of North Dakota pursuing a degree in Sociology and Criminal Justice.
Gordon has worked in the field of housing and loss prevention for fifteen years. His experiences include Youth and Community Services Director for Grand Forks Housing and Urban Development, Housing Inspector for Fargo Housing, and Loss Prevention Manager for JC Penney Corporation.
Gordon began his career with Development Homes, Inc. in 1999 when he was hired as the Facilities and Equipment Director. While working at Development Homes, Gordon has obtained two professional licenses from the National Center for Housing Management: Certified Occupancy Specialist and Certified Manager of Maintenance.
